TASAM Kalk\u0131nma ve \u0130\u015f birli\u011fi Enstit\u00fcs\u00fc, kalk\u0131nma yard\u0131mlar\u0131 i\u00e7in bilimsel ara\u015ft\u0131rmalar\u0131 y\u00f6nlendirme, kurumlar aras\u0131 i\u015f birli\u011fi ve metodoloji olu\u015fturma hususunda \u00e7ok \u00f6nemli bir bo\u015flu\u011fu dolduracakt\u0131r. Kalk\u0131nma yard\u0131mlar\u0131, geli\u015fmi\u015f \u00fclkelerle geli\u015fmekte olan \u00fclkelerin ekonomik ve sosyal uyumunun sa\u011flanmas\u0131 i\u00e7in yap\u0131lan, s\u00fcrd\u00fcr\u00fclebilir i\u015f birli\u011finin tesisi maksad\u0131yla yap\u0131lan yard\u0131mlar\u0131 kapsamaktad\u0131r. T\u00fcrkiye\u2019de, kalk\u0131nma yard\u0131mlar\u0131 \u00e7al\u0131\u015fmalar\u0131nda sivil toplum kurulu\u015flar\u0131n\u0131 y\u00f6nlendirme, proje ve faaliyetlerde y\u00f6netme ile raporlama i\u015flemlerinde de\u011ferlendirme metodolojisi \u00e7ok fazla geli\u015ftirilmemi\u015ftir. Bu durum yard\u0131m g\u00f6t\u00fcr\u00fclen \u00fclkelerdeki sivil toplum kurulu\u015flar\u0131n\u0131n yap\u0131s\u0131n\u0131 alg\u0131lamadaki bilgi noksanl\u0131\u011f\u0131ndan; sivil toplum kurulu\u015flar\u0131 y\u00f6netme ve y\u00f6nlendirmede alan\u0131 tam olarak tan\u0131yamama ve tan\u0131mlayamamaktan kaynaklanmaktad\u0131r. Kalk\u0131nma yard\u0131mlar\u0131nda gerekli etkinin olu\u015fturulabilmesi, k\u00fcresel kalk\u0131nma g\u00fcc\u00fc ile rekabet edilebilmesi ve \u00e7al\u0131\u015fmalar\u0131n i\u015fbirli\u011fini geli\u015ftirme anlay\u0131\u015f\u0131na ula\u015ft\u0131r\u0131lmas\u0131 i\u00e7in kalk\u0131nma yard\u0131mlar\u0131n\u0131n b\u00fct\u00fcn boyutlar\u0131n\u0131n daha etkin bir anlay\u0131\u015f i\u00e7inde y\u00f6netilmesi ve \u00e7ok etkili bir koordinasyonun ger\u00e7ekle\u015ftirilebilmesi maksad\u0131yla, sistemin tamam\u0131na servis yapacak ve gelece\u011fe ili\u015fkin projeksiyonlar\u0131n olu\u015fturulmas\u0131na imkan verecek bilimsel verilerin temini b\u00fcy\u00fck \u00f6nem arz etmektedir.<\/span><\/p>\n
